轉向後新自由主義--「智利模式」的再修正(1990~2021)

title: 轉向後新自由主義--「智利模式」的再修正(1990~2021) abstract: 智利轉向新自由主義國家,始自1973年皮諾契將軍結合「威權政體」和「市場中立」原則建立「智利奇蹟」。當時仰賴「芝加哥男孩」撰擬的《磚:智利軍政府的經濟政策基礎》(El Ladrillo: Base de la Política Económica del Gobierno Militar Chileno)作為經濟政策圭臬,並奠定經濟學人技術官僚主導經濟事務的正當性,自此開啟了智利長達四十年的穩健成長。因此,多邊金融機構無不主張存在一種「智利模式」(Chile Model)值得仿效。然而,「智利模式」在過去三十年因應全球化與社會需求出現重新導向。自1990年代民主轉型開始,中左聯盟修正新自由主義模式,走向強調「成長」與「平等」雙目標,形成「智利模式」再修正。除強調出口與外資導向成長外,也在經濟治理上出現反週期經濟調控、重新管制資源、提高課稅作為「重分配」財源;同時亦在教育、健保與勞工議題上出現反新自由主義原則的趨勢。弔詭的是,伴隨成長與消貧的雙績效,智利仍於 2006 年陸續爆發社會抗爭、且 2019 年地鐵事件更延燒為對新自由主義模式的否定,並引發「智利模式」是否可行的爭議?本文主張,「智利奇蹟」始自芝加哥男孩奠立市場經濟路線的正當性,當時受到經濟學人與多邊金融機構等「認知社群」(EC)影響甚鉅。但「智利模式」之存續,則仰賴在深化經濟全球化下,不斷修正新自由主義經濟全球化衍生之困境來延續奇蹟。為捕捉「智利模式」的內涵及其軌跡調整的驅力,本研究採取歷史制度論與社會建構主義,試圖探討受左右派「認知社群」影響的經濟技術官僚與中左翼政黨,在回應週期性經濟危機與社會需求上,如何重塑對於發展的理解,並重新校準「智利模式」。初步發現,儘管「智利模式」強調市場經濟的不可撼動性,但在ECLAC認知社群影響下,已朝向「成長-福利模式」方向轉型。

title: Markets and Triangles: The Relations between Taiwan and Latin America abstract: The current situation of relations between Taiwan and Latin America presente a couple of elements that are the product of historical and recent developments not only in these regions, but also in other parts of the world. This paper discusses those factors, noting the latest changes taking place during the past couple of years. Despite the increasing diplomatic isolation which it has been subject of, the government in Taiwan has looked to Latin America and the Caribbean mainly motivated by markets and triangles. As emerging economies and members of the G-20, countries like Argentina, Brazil, and Mexico, offer important incentives for Taiwanese firms to invest there and increase their global competitiveness, both through the sales of their products and the use of those places as export platforms to more mature markets. Other medium-sized economies, like Chile, Colombia, and Peru also represent interesting market opportunities for companies in Taiwan. On the other hand, the maintenance of diplomatic ties with some countries in the region has increasingly been used by the government in the island to intensify its contacts with the United States, getting the latter involved in the effort to avoid a further loss of official partners, therefore highlighting the triangular nature of those relations.

title: From NAFTA to USMCA: New visions on regionalism and implications for Mexico's Asia trade abstract: The new United States-Mexico-Canada Agreement or USMCA has been conceived as an updated version and replacement to the North American Free Trade Agreement (NAFTA), in place for almost 25 years. Concerned by the urgency to continue attracting foreign direct investment and avoid a further depreciation of its currency, the Mexican government agreed to a series of demands made by the United States and Canada, hence opening the door for a reconfiguration of regional economic integration between the three countries. This paper presents the main considerations behind the new trade agreement and how Mexico plays an important piece in the reconfiguration of regional economic integration in North America, and how the US plans to modify the nature of its trade interactions with the Asia Pacific could have a deep impact on Mexico's trade and investment links with this part of the world.

The Belt and Road Intitiative and the Shanghai Cooperation Organization: Chinese Expectations and Lessons for Latin America

title: The Belt and Road Intitiative and the Shanghai Cooperation Organization: Chinese Expectations and Lessons for Latin America abstract: The Shanghai Cooperation Organization (SCO) and the Chinese experience in it offer a good opportunity for the effective institutionalization of the Belt and Road Initiative (BRI). Even so, the recent expansion of the organization, after the admittance of India and Pakistan as full members, also presents some challenges for the successful implementation of the 21st Century Maritime Silk Road. This paper proceeds to analyze the major motivations behind the Chinese BRI and its interactions with the SCO, highlighting the inclusion of good relations with its neighbors as one of the new cores in Chinese foreign policy-making, as well as other important ideas that provide the content of an intended institutional change. The second half of the paper focuses on the implications of the new maritime silk road for Latin America, noting how despite being a geographically distant place, bilateral trade and economic interactions between the People's Republic of China and this region have expanded at a higher speed than those between China and the Eurasian SCO members. Consequently, an eventual expansion of the 21st Century Maritime Silk Road to include Latin America, can consider the Chinese experience within the SCO as a case offering valuable lessons.

委內瑞拉政經危機衍生之難民潮與拉美區域安全(2013-2018)

title: 委內瑞拉政經危機衍生之難民潮與拉美區域安全(2013-2018) abstract: 南美洲重要石油出口國的委內瑞拉，在1998年查維茲政權展開一連串的左傾政策後，一時拉美國家左派政權風起雲湧，幾乎攻佔拉美所有的版圖。曾幾何時儼然以拉美左派勢力龍頭自居的委內瑞拉，於2013年查維茲總統病逝後，在繼任的馬杜羅總統的帶領下，逐步走向崩潰的邊緣。 2013年3月馬杜羅上任迄今，委內瑞拉政經情勢急轉直下，一方面因為石油價格的崩跌使其無法繼續支撐在國內的社福政策及對拉美左派友邦的承諾，另一方面他持續進行查維茲主義政策，引發2014年以來國內反對勢力的強力抗爭，之後持續進行武裝鎮壓，更意圖改變國家體制以延續其政權。加上2016年以來經濟局勢快速惡化，委內瑞拉經濟一瀉千里，目前通貨膨脹超過13000%，國內各種物資極度缺乏，進而引發湧向周邊國家的難民潮，直接衝擊周邊國的的安全，其中尤以哥倫比亞收當其衝，情況最為嚴峻，聯合國已多次就此議題進行研商。本論文將針對委內瑞拉政經危機的根源，其國內情勢衍生之後果，委內瑞拉難民潮產生之背景，及其對拉丁美洲區域安全造成之衝擊進行探討，希望釐清問題的真相，觀察其對拉美區域安全造成的威脅為何，探究國際上對此議題是否能夠提供解方等。

Although China, Japan and Korea are members of the Six-Party Talks after 2003, the involvement of United States and Russia in East Asia not only did not solve the complicated problems of the region, but make the regional security more difficult to resolve. Different from the president Ma, the principle of her cross-strait policy is to maintain the status quo according to the ROC Constitution, unwilling to accept publicly the 1992 Consensus publicly. Therefore after she took office, some changes are expected in the cross-strait relations between Mainland China and Taiwan. title: Policy, Technical Knowledge and Ideational Embeddedness of Technocracy: A Comparative Study of Liberal Marketization of Petrochemical Industry in Mexico and Taiwan abstract: In the mid-1980s, both Mexico and Taiwan made changes from interventionist state to marketled growth strategies. Despite convergence in the market reform policies, divergence is noted in their economic performances. The argument is made that economic outcomes are determined by the policy principles of technocracies, shaped by perceptions of market ideas and development consciousness and constrained by historically specific institutions. The Mexican case shows how a neo-classical economic technocracy can prioritize market ideas, but in a manner that is contradicted and heavily offset by petroleum-centered ideology. In contrast, Taiwanese engineering technocracy remains development-conscious, therefore projecting technical and engineering knowledge to policy-making processes, and using reverse integration history as a niche for forging industrial integration. This is a likely explanation for why Taiwan’s petrochemical industry has outperformed Mexico's.

La Reforma Migratoria Estadounidense y los inmigrantes Latinos: Lucha Final del Presidente Obama"

Durante el gobierno de Obama, la reforma migratoria también es una de sus preocupaciones más imortantes. Sin embargo, la reforma no es nada fácil y las protestas de los inmigrantes ilegales finalmente conduce al proyecto de ley publicado por Obama el 21 de noviembre de 2014, lo que evitará la deportación de casi 5 millones de inmigrantes indocumentados. Este último intento de Obama para impulsar la reforma inmigratoria, llevará una implicación no sólamente socio-económica sino también política. También puede ser un acto dicisivo para las elecciones electorales de EE.UU. a finales de 2016.
