However, frequent vehicle thefts have resulted in significant financial losses for car owners. To mitigate these risks, many opt for auto theft insurance. Yet, as the insurance uptake increases, opportunistic fraud cases are also on the rise, posing serious challenges to the insurance industry. This study aims to delve into the phenomenon of opportunistic fraud within Taiwan's auto theft insurance sector. Initially, it analyzes the background and significance of fraud in auto theft insurance, outlining the characteristics and trends of related fraudulent activities in Taiwan. Subsequently, by collecting and examining claims data from Taiwanese property insurance companies, the study identifies common types of fraud and associated risk factors. Building upon this, expert interviews will be conducted to further analyze auto theft incidents. Finally, the study proposes a series of targeted antifraud measures, including strengthening legal frameworks, raising public awareness, enhancing internal management within insurance companies, and establishing inter-industry anti-fraud information-sharing platforms.

    <description>title: Female Political Participation and Environment: Mechanisms and Impact Factors abstract: Using data from 46 economies over the 2007-2022 period, this study investigates the impacts of female political participation on environmental performance measured by CO2 emissions. Our main results show that female political participation helps to reduce CO2 emissions, and these results remain robust to various specifications. We further explore two mechanisms by which female legislators can influence environmental quality. The first mechanism is through environmental regulations. It is found that, in the long term, female political participation improves environmental quality by increasing the prevalence and stringency of environmental regulations. The second mechanism is through environmentally friendly policies, and we find that, in the long run, women’s political participation can improve environmental performance by facilitating renewable energy consumption and promoting the development of green finance. Lastly, we also show that the levels of economic development, governance quality, and social progress can enhance the beneficial effects of female political participation on CO2 reduction.

Hotels have cut expenditures, terminated employee contracts and, changed operational patterns to survive from this sheer devastation that the pandemic have caused the hospitality and tourism industry. This study investigates the importance of F&amp;B operations on hotel productivity changes using the control function estimations, in response to COVID-19, applying the case of the Taiwanese hotel industry. Using regression discontinuity design analysis, first, the study finds significant causal impact of COVID-19 travel restrictions on hotel revenue, especially for the rooms department. Second, using the control function methods, findings show that F&amp;B operation is a more efficient strategy to recover the hotel productivity and revenue from the pandemic. This research provides insights on how hotels can reallocate their operational resources in response to crises.

We present evidence of two forms of unobserved temporary water transfers used by agricultural producers to transfer irrigation water during periods of curtailment. The first is transfers between lands with water rights owned by a single owner as part of a mixed portfolio of senior and junior rights. The second is transfers between lands with different landowners, who negotiate arrangements through which owners of senior rights transfer a portion of their water to landowners with relatively more junior rights facing curtailments. Because no State approvals or permits are needed for these temporary transfers, they are not recorded and thus not observed directly. We identify these transfers using a 10-year set of panel data from Nevada’s Carson River Valley, where surface irrigation is the major source for agricultural production, and during which drought results in curtailments. The data describe 477 land parcels with surface water rights. As surface irrigation is both a necessary input and main constraint for agricultural production, we identify temporary transfers through observed satellite changes in irrigated cropland acreage in years when water use is curtailed. Controlling for additional factors that influence irrigation decisions, our model shows that, annually, these temporary transfers redistribute 3.1% to 3.5% of total surface irrigation water to lands with junior rights, and representative of more productive croplands, thus suggesting improved water use efficiency during drought years. Our findings suggest that prior empirical estimates may under-represent the capacity of unreported, and thus unobserved, temporary water transfers to mitigate potential agricultural water use inefficiencies resulting from water curtailment under prior appropriation.

    <description>title: 消費習慣、環境污染與經濟成長 abstract: 本文設計一個內生成長模型，考慮當消費同時會產生消費習慣和環境污染時，消費習慣養成與環境政策對於經濟成長表現可能產生的影響。本文的研究發現，消費習慣的調整速度對於經濟成長表現的影響並不確定，而政府的防治污染支出則會傷害經濟成長表現，但消費稅卻可以刺激經濟成長。而且，民眾對於消費習慣的重視程度將會擴大相關變數對於經濟成長率的影響力。

    <description>title: 環境污染、疾病傳播與經濟成長 abstract: 本文結合SIS傳染病模型與環境污染內生成長模型，考量環境污染與健康維護都會對疾病的感染率與治癒率產生影響，民眾會投入資源進行健康維護，政府則進行污染防治來減緩環境污染。我們的研究結果指出，疾病治癒率提高將可以增加勞動力並刺激經濟成長，但感染率提高則會減少均衡勞動力並降低經濟成長率。另一方面，健康維護支出補貼率增加或政府的污染防治支出增加均可以降低感染率並提高治癒率，增加勞動力並提高資本報酬率，因此有助於資本累積與經濟成長表現。

Strategic patterns of the lodging industry abstract: Two-dimensional Hotelling models predict that firms choose to maximally differentiate on one characteristic and minimally differentiate on the other characteristic. Strong evidence shows that a max-min equilibrium is attained. This study uses the 2010-2017 data from the Texas Comptroller of Public Accounts to examine the joint choices of geographic location and product positioning (or brand) by multi-unit operators. We argue that, assuming that the geographic location is the dominant characteristic and the product positioning is the dominated characteristic, the model implies that multi-unit owners structure their establishment portfolios to be geographically differentiated while choosing less differentiated brands. Alternatively, if the geographic location is the dominated characteristic and the product positioning is the dominant characteristic, the model implies that multi-unit owners locate their establishments near one another in a geographic space while choosing highly differentiated brands. The empirical findings indicate a max-min (min-max) equilibrium, which provides insights into the strategic motivations of multi-unit owners and, within their decisions, the relevant dominance of place versus market position.
