    <description>title: 資訊素養文獻之書目計量研究 abstract: 本研究旨在利用書目計量方法，探討資訊素養文獻的資料類型、出版國家、使用語言、成長情況與第一作者的生產力，同時以期刊文獻為範圍，利用布萊德福定律界定資訊素養核心期刊，並分析其特性與品質。研究結果歸納如下：一、資訊素養文獻主要資料類型為期刊論文，以美、英為主要出版國家，且文獻多數以英文發表；二、自90年代中期開始呈現持續且穩定的成長；三、期刊文獻分佈大致符合布萊德福定律及布萊德福－齊夫定律；四、核心區期刊的品質較優；五、核心期刊以季刊為主，其出版之相關文獻數量多寡與期刊發行時間長短並無絕對關係；六、核心期刊以研究性質為主，是大學圖書館及學校圖書館關注的重心，且與參考服務關係較密切；七、以發表一篇文獻之作者居多，而作者在資訊素養主題的研究生涯長短與其生產力無關；八、高生產力作者以女性居多，以教師為主，且以資訊素養、圖書館（讀者）利用指導及資訊科技為其主要研究領域。&#xD;
The purpose of this study is to explore the characteristics of the literature on information literacy, such as document type, publication country, language, literature growth and author productivity. The distribution of journal articles and core journals were examined by Bradford’s law and Bradford-Zipf’s law. The results of this study reveal that 1. periodical is the major document type; more than 66% literature were published by United States and Great Britain; English is the most frequently used language; 2. the literature growth rate is in a steadily up-growing trend since middle 90’s; 3. the zone analysis and graphical formulation from Bradford’s law and Bradford-Zipf’s law are examined and both are applicable to journal productivity distribution; 4. the quality of the core journal is better than the others; 5. 15 core journals are identified by the Bradford’s law and how long these journals has issued does not absolutely affect the journal productivity; 6. the core journals are research periodical primarily, most of them deal with academic libraries, school libraries, and reference services; 7. most of the authors published one document only, however, there are no absolute correlation between author productivity and their active years; 8. the most productive authors are primarily female and university faculty and their major research fields are information literacy, bibliographic instruction and information technology.

    <description>title: 歐盟多層級治理模式--以德國下薩克森邦結構基金的運作為例 abstract: 自一九九三年生效的《歐洲聯盟條約》中設立區域委員會(Committee of the Regions, CoR)後，便有許多學者開始探討歐盟第三層級(the third level)的形成以及歐盟多層級治理模式(Multi-level governance)等相關議題。本文期望藉由德國下薩克林邦(Niedersachsen)參對結構基金的改革與運作，鷹為一項研案例進而檢視歐盟多層級治理模式的形成。歐盟結構基金雖歸屬於區域政策的一環，但它所涉及的範圍卻相當的廣泛，目標設在解決歐盟會員國的結構性目題，諸如就業、經濟平衡發展等議題，與會員國間的利益息息相關，因此是個相當直得關切的議題。
從結構基金多次的改革協商過程當中，呈現了歐盟運作的三種特質：其一、政府間主義本質(intergovernmental)；其二、執委會對結構基金某種程度上的自主管理權，展現了歐盟的超國家理論(supranational theories)本質；其三、會員國區域層級的參與呈現了地方層級的參與模式。總的來說，在上述政府間、超國家與地方層級三勢間的互動本質中，顯然呈歐盟多層級治理模式。

Since Melvil Dewey founded the first library school in 1887 certainproblems in the library/information science education have persisted, these includeconfusing the objectives of a vocation with those of a profession, no consistentcourse contents in teaching, and the duration for study being too short.Fundamental problems such as lack of theoretical foundation and philosophy, notmuch academic research, and the imbalance of practice and theory in the educationprogram, are yet unresolved. What are the causes for the slow progress in library and information scienceover the past one hundred years? Librarians and library educators together haveto figure these out from the library history, and seek solutions. If we can't be sureof our objective, whether moving to professional model or academic model, and discard vocalionalization totally, then we can never achieve the professional status.

The humanists information-seeking behavior is quite different from those of scientists of social scientists mainly because they work alone, are concerned with those human achievements which make up our cultural heritage and rarely do their research work under the pressure of time. Books are the material the humanists use most often. Whatever the published year or language. Therefore they are very much dependent on the collections of the library. The way they seek information is first searching the reference bibliographies listed in the books or journal articles. Or simply browsing in the library. Because the databases of the humanities are quite few and the years of coverage are not enough the humanists do not regard the information retrieval system as being useful. Realizing the information-seeking behavior of the humanists the librarians have to make some adjustments in acquisition allocation and user services. Librarians in Taiwan should do more extensive users studies so that they might provide more suitable services and collections to different users.

Its searching, cataloging and circulation subsystems were implemented in September 1986, with the acquisitions and serials control subsystems implemented the following June. The process in modifying the westernized software to incorporate in Chinese &amp; Japanese languages processing capability is described in detail. The author feels that a faster way in undertaking library automation is making use of available packaged software or to implement a turnkey automation system.

    <description>title: 歐盟憲法條約探討歐盟與會員國間之權限劃分 abstract: 歐洲聯盟整合至今，在其現行歐盟法等基礎條約中，對權限缺乏清楚與明確的劃分依據。歐體條約與歐盟條約僅有廣泛規範權限之授權原則，條款中並無明文規範權限之劃分與種類。歐盟與會員國之權限劃分，往往處於一種變動與不確定性，同時也產生許多爭議。歐盟爲解決前述之缺失，2001年12月在布魯塞爾召開之拉肯歐洲高峰會上，歐盟權限的劃分與限制便成爲探討歐鹽改革與制憲議題所提出的重點之一。在經歷歐盟內部一年半之討論與改革後，2003年7月18日所公佈的歐盟憲法條約草案中，將歐盟與會員國權限之規範明訂於憲草第I-9~I-17條中，此舉便成爲首次將歐盟與會員國間權限類別明文規範於條約之先例。針對前述版本，各會員國經協商談判後終於在2004年6月25日達成一致性之決議。歐盟25個會員國之領袖於2004年10月29日齊聚於羅馬，共同簽署了『建立歐洲之憲法條約』，促成了歐洲憲法的誕生。此份由會員國共同簽署之歐盟憲法條約已將『草案』等字眼刪除，並彙整成一新版本，將聯盟與會員國權限之規範明訂於憲法條約第I-11~I-8條。本篇將針對歐盟與會員國間垂直權限劃分此一議題，就現行條約之規定及未來憲法條約之內容進行探討，觀察權限劃分之沿革及發展。&#xD;
After a long-term integration of the European Union, there sill lacks any clear and precise principles in current Treaties for the division of competences between EC/EU and its member states. There exists only an extensive principle of conferral in Treaty establishing the European Community and Treaty on European Union, but still lacks provisions regulating division and categories of competences. Therefore, principle of competence division inevitably stays in a changeable and unsure situation, as well as provokes a great deal of controversies. With a view to solving the above-mentioned problems, "Limits and division of Competences" becomes one of the essential issues for EU reforms in the Laeken European Council of December 2001. After debates in the European Convention, Draft Articles I-9 to I-17, regulating competences between EU and its member states, are proclaimed in the Draft Treaty establishing a Constitution for Europe adopted by the European Convention in June 2003. This is the first time and a pioneering work to put these provisions in the Treaty. After 18-month negotiations, member states finally reached a compromise, and make some revisions of the Draft Treaty establishing a Constitution for Europe. In October 29th 2004 the Treaty establishing a Constitution for Europe has been signed by the EU member states. In this version, Article I-11 to I-18 regulate the competences of the EU and its member states. This thesis will draw an analysis in this issue, the Division of Competences between EC/EU and its member states, as well as discussing its evolution and future development.

    <description>title: 網際網路環境中館員扮演接收及指導利用資訊角色的省思 abstract: 本文探討受到資訊科技的影響，在扮演提供資訊及指導利用資訊這兩種角色時，圖書館員所應該思考的課題。由於受到資訊科影響，現今的圖書館已經失去了集中及大量存藏的優勢，因此一個沒有圍牆的圖書館、紙本圖書是否繼續出版、能否以「通道」來取代「擁有」、指導利用資訊的任務屬等問題均值得圖書館員深思。此外，圖書館員也應該關切資訊科技是否為資訊使用者帶來更大的效益，或影響到資訊的內涵。在面臨資訊科技的衝擊下，圖書館員應思考其角色為何需要改變、需要改變什麼及如何改變。除此之外，圖書館員更不能忽視提供資訊通道和整合資訊來源的重要性，並應確實掌握使用者之資訊需救和資訊蒐尋行為。

    <description>title: 一個流通自動化作業的實例─淡江大學圖書館 abstract: 淡江大學圖書館在民國七十五年開始逐步發展各項作業的自動化時，計有總館及城區部、文學院、工學院、化學等四個分館，該年九月新建商管學院分館落成，使得處理流通作業的分館增至五個，加上總館共有六個館。除了城館位處遠離淡水校區二十餘公里外約台北市區外，總館及其它四個分館均位於淡水校區內，各館之間相距約數百公尺。當時的館藏圖書(不含期刊合訂本及視聽資料)約有三十萬冊，服務全校師生約一萬九千餘人。 由於所採用的整合性圖書館自動化系統一DOBIS/LIBIS/TALIS，在有關編目及流通作業方面可以雙軌同時進行，而將流通作業優先納入圖書館自動化首期的二年計劃中，同時決定新落成的商館不設傳統的卡片目錄，以線上公用目錄取代之，商館的館藏則大部分自城區部分館移出。為了配合上述目標，流通自動化作業共列出三階段的計劃: &#xD;
(一)75年9月──商館所有館藏圖書均可供線上查尋，並採用線上處理借還書等相關作業。&#xD;
(二)76年9月──總館及其它4個分館同時採用線上處理借還書等相關作業。 &#xD;
(三)77年9月──各館舊有館藏圖書全部鍵檔完成。 在75年3月起持續約2年半的時間內，所有的工作流程、經費預算、硬體設備、人力等，均以達成這三階段的目標而設計，這段期間的參與實際作業，從工作中獲取一些難得的經驗，願藉此一文與圖書館界的同行共切磋。

    <description>title: 挑戰二十一世紀的視聽服務: 淡江大學新建總圖書館非書資料區規畫初記 abstract: 多少世紀以來，「圖書館」一直為社會大眾認定是一所典藏書冊﹑提供閱覽使用的文化教育機構。自十九世紀末，資訊科技的急遽發展，使人類獲得資訊之方式趨向於多感官性的享受，記載資訊的媒體也從傳統的文字書冊逐漸發展出非書性的媒體，舉凡圖畫﹑模型﹑實物﹑幻燈片﹑微縮片﹑錄音資料﹑錄影資料等皆屬之，而此類型資料除了具有眾所週知的娛樂性外，更具有知識性﹑報導性﹑學習性等多種傳知功能，自然而然地也被納入「圖書館」的蒐藏範圍，圖書館的服務隨之朝向於多元化的資料發展，以因應科技潮流的遽變。
